Vladimir Rubtsov

Vladimir Rubtsov received the Ph.D. degree in applied physics from the Nondestructive Control Research Institute, Kharkov, Ukraine (former USSR). His research career in the USA includes positions as a Staff Researcher at the Surgery Department Research Laboratory, University of California at Los Angeles (UCLA) Medical Center, Los Angeles, CA, USA, from 1992 to 2001, and as a Fiber Optic Program Manager at FarLight Corporation, Torrance, CA, USA, from 1996 to 2000. He joined Intelligent Optical Systems, Inc. (IOS) as a Senior Scientist in 2000. His expertise is in nondestructive testing, fiber optic and LED illumination, endoscopy, optical sensors, and fiber lasers development. He has developed devices for the U.S. Navy, the U.S. Army, the National Institutes of Health, the National Science Foundation, DARPA, Homeland Security, and NASA. He has conducted more than 50 projects. He holds four U.S. patents and seven Russian patents.
