Marco A. Milla (M’07) received the bachelor’s degree in electrical engineering from the Pontificia Universidad Católica del Perú, Lima, Perú, in 1997, and the M.S. and Ph.D. degrees from the University of Illinois at Urbana–Champaign, Champaign, IL, USA, in 2006 and 2010, respectively. He was a Signal-Processing Engineer with the Jicamarca Radio Observatory, Lima, in 1998, where he was involved in different research and engineering projects for about five years. Since 2004, he has been with the Remote Sensing and Space Sciences Group, Department of Electrical and Computer Engineering, University of Illinois at Urbana–Champaign. He is currently the Director of the Jicamarca Radio Observatory. His research interests include the development of incoherent scatter radar techniques for the estimation of ionospheric state parameters. In particular, he has studied Coulomb collisions and magnetoionic propagation effects on the incoherent scatter spectrum measured with antenna beams pointed perpendicular to the earth’s magnetic field.
