Having working as a public health practitioner for more than three decades, I have been involved in all the three strata: 1) Policy and Planning 2) Monitoring and Evaluation, and;3) Program Management in Nepal as well as in the International arena especially in vaccine preventable diseases and Maternal and child health program. Following briefs some of my demonstrated skills and experiences that, I deem, are pertinent to the TOR of the given assignment: Policy Planning and Strategy Development • Working as directors for Logistics Management Division, Family Health Division (FHD), and; National Center for AIDS and STD Center (NCASC) for the last six years, I have been responsible for preparing/updating national policies and strategic and operational plans for Reproductive Health (RH), Supply Chain Management, and; HIV of Nepal. • To name a few illustrations, National HIV Investment Plan (2014-16) was prepared under my guidance while I was director of NCASC. I was also one of the team member that prepared National HIV Strategic Plan (2002- 2006).I was also profoundly in the formulation of National Health Sector Plan ( I andII) Oversight and Monitoring • My principal responsibilities as the director of Eastern Regional Health Directorate (ERHD) of Ministry of Health, involved monitoring and supervision of 16 District health and Public Health offices of the region along with Regional, Zonal, and District Hospitals of the region. One of the principal responsibilities of director of FHD, NCASC and ERHD is to provide oversight to NGOs involved in the health sector. Program Management • During my initial works, I held the positions of medical officer in several hospitals. This apart, I worked as a District Health Officer in a number of districts managing overall public health programs including TB, Leprosy, Safer Motherhood and Immunization. Disease Surveillance • I have garnered strong experience on disease surveillance in particular of AFP (Acute Flaccid Paralysis) and VPD (Vaccine Preventable Diseases) Surveillance especially working as a consultant for World Health Organization at: a) Regional Measles Control, Indonesia and b) STOP (Stop Transmission of Polio) Sudan. I have had profound experience on these issues while I was the chief, EPI Section of Child Health Division of Nepal.
