Dr. Bouey's work has been published in scholarly journals such as the American Journal of Public Health, Health Affairs, and Emerging Infectious Disease and has been quoted often by public media such as The Economist, Washington Post, Financial Times, and New York Times. In recent years, Dr. Bouey has testified multiple times before the U.S. Congressional committees on China's global health and pandemic response systems reform. Her research and publications have been supported by funding from Susan Mayer Professorship for Health Equity endowment, Tang Chair of China Policy Studies endowment at RAND Corporation, National Institute of Health, and HRSA/HHS. Dr. Bouey also served as a consultant to the World Bank Group, UNAIDS, Clinton HIV/AIDS Initiative, Hong Kong Government AIDS Fund, and other international organizations.

In nearly two decades working as an educator at Georgetown University, Dr. Bouey has developed and led multiple global health courses including lab-based courses such as Epidemiology and Research Methods for Global Health, community-based experiential learning courses, and summer abroad courses in Shanghai China. In addition to teaching the undergraduate and master degree students at Georgetown University, Dr. Bouey also supervises doctoral degree candidates at Pardee RAND graduate school as a professor of policy analysis.
