Dr. Jay Sagin (Zhanay Sagintayev), School of Engineering, Nazarbayev University, Earth Observation Satellites technologies and GIS expert , work on Remote Sensing, AutoCAD, GIS applications, cooperation with Garysh Sapary, www.sodislab.com , UK (British Council), USA (USAID), Canada, Central Asian, including Afghanistan and Pakistan experts. Dr. Sagin (Zhanay Sagintayev) is a local Kazakhs expert, who knows Kazakhstan and Central Asia very well. Dr. Sagin speaks English, local Kazakh and Russian languages. He has well established contacts with many local Kazakhstan companies and Governmental organizations. Dr. Sagin is a member of SIBF- CELA http://celanetwork.org/, http://www.celaprogram.org/pages/cela-network , http://members.sibf.org/?page=CELA Society of International Business Fellows- Central Eurasia Leadership Alliance, a network that supports business cooperation. He worked for the engineering companies Schlumberger, KazMunayGas and has cooperative projects with Kazakh Space Agency, Garysh Sapary, Energy and Railway companies. Dr. Sagin has BS-MS degree from Moscow State University in Applied Engineering Mathematics, PhD from Western Michigan University in Geosciences, Remote Sensing & GIS (http://www.esrs.wmich.edu/).
Dr. Sagin is involved in the implementation of the China- Kazakh-USA science cooperation. He worked for the Global Institute for Water Security (GIWS, https://www.usask.ca/water). Sagin has been working on hydrological/hydraulics modelling of Saskatchewan River Delta and Slave River Delta, North West Territory, Canada, Canada-US trans-boundary Red River Basin, Oldman River Basin Alberta, radar and optical satellite dataset processing including Radarsat, SPOT, RapidEye, ASTER, Landsat, high resolution Digital Terrain Model (DTM) preparation with Digital Elevation Model (DEM) and Bathymetry extrapolations. Previous Dr. Sagin’s hydrological modelling effort was on the trans-boundary Pishin Lora Basin, Baluchistan and Kandahar provinces of Pakistan and Afghanistan . Water is scare in this area, and the research addressed urgent need for assessment and development of water resources. An interdisciplinary approach was adopted for integrating remote sensing data with observations from other data sources such as field geology, drilling, and geophysics. Sustainable water extraction scenarios and modelling (rainfall-runoff and groundwater flow) were developed. Another Dr. Sagin’s GIS application modelling efforts involved to the study of Cape Cod (Massachusetts) land environment changes from 1938 to the present day. Outer Cape Cod (Massachusetts) is dominated by active and stabilizing parabolic and transverse dunes interspersed with numerous inter-dune wetlands. Dune migration has been significantly affected by human activities; conversely, current dune movements are affecting local populations. The objective of the reported research was to assess, using remote sensing and GIS technologies, migration of the Cape Cod dunes and the effect of dune movement on distribution of associated wetlands with vegetation changes. Aerial photographs from 1938 through 2003 were analysed to track individual dune movements and subsequent wetland propagation and expansion.
Currently, jointly with Kazakh Space Agency Garysh Sapary and Leica Company, the Alash road bridge monitoring project was developed. This bridge is monitored by the installed equipment and Global Navigation Satellite System (GNSS) GPS-GLONASS. The collected data is processed and used for prediction analysis and modelling. This information is also used for training purpose. Nazarbayev University students, Geomatics, Risk Analysis and modelling courses are working on the data processing with AutoCAD and GIS software tool applications.
