Charles Jeurgens is professor of archival Studies at University of Amsterdam since 2016.
Additional function: strategic adviser of the Dutch National Archives.
As an archival scholar I study records, recordkeeping and archives as objects of research. Studying recordkeeping cultures means studying how people, organisations and states document themselves and how they document the other. What is recorded and why? Recordkeeping is a form of knowledge-making, an apparatus of power, but at the same time an important tool to be able to account for activities. My research has both a historical and a contemporary orientation. In the contemporary oriented part of my research, I am very much interested in state-oriented recordkeeping cultures based on principles of transparency, evidential value, accountability. Questions which are central in my research: what effect do the changed information and communication technology have on recordkeeping practices and recordkeeping cultures? What does technological change mean for recordkeeping values such as transparency and accountability? How do people, organizations and states deal with information overload? How do governments deal with the many different interests (analytics, privacy, evidence, heritage) associated with recording and archiving data? What fair methods of appraisal and selection can be developed to deal with data hoarding practices, information overload and the right to be forgotten? How to build fair and inclusive archival infrastructures (in particular with regard to marginalized groups in history and society)
In my history-oriented research, I am in particular interested in practices of recordkeeping by former Dutch colonial authorities and agencies. In my research I take a network perspective, which means that I do not study the Dutch-related colonial archival ‘fonds’ as such (which are kept by archival institutions in the Netherlands and archival institutions in Indonesia, Sri Lanka, South Africa, Suriname, India etc.) but study the connections and relations between these different archival ‘fonds’ which are parts, the remnants of former coherent systems of information circulation. In my research my aim is to understand the mechanisms of information transfer and information circulation by studying the separated archival ‘fonds’ from an information and communication perspective. This will contribute to a better understanding of the archival grain, and explain why the archival fonds are as they are (including archival silences, bias etc). Questions which are central in this research: how did colonial powers collect and transfer information from the colony to the metropole? Which agents were involved in transfer and circulation of information? Which mechanisms of information-filtering and aggregation can be detected in transfer of information between the colony and the metropole? What information interests did colonial authorities have? How did they penetrate in local societies to be able to collect information that was regarded relevant? What was the role of the man on the spot in collecting information within the bureaucratic system of colonial power?
