I received my Physics Degree in 1990 from UNESP (Universidade Estadual Paulista), located at Rio Claro City - SP-Brazil. He has a specialization in satellites from NOAA – National and Oceanic Atmospheric Administration (Washington – USA – 1996 - 1997), and obtained his master's degree in Tropical Marine Sciences (Area of concentration: Remote Sensing Techniques applied to fisheries in the Tropical Atlantic Ocean), at LABOMAR-UFC (Sea Sciences Institute-Federal University of Ceará), in 2005. The PhD was obtained in the Departamento de Física de la Tierra y Termodinámica de la Universidad de Valencia (UV) – Spain, in 2012, with the Climatology from Satellites Group. The thesis work was developed using Artificial Intelligence in synergy with in situ data and GERB (Geostationary Earth Radiation Budget) Sensor data, on board Meteosat Satellite, to study the energy balance at the surface.
In 1995, I was admitted at FUNCEME (Ceara’s Foundation for Meteorology and Water Resources), a nonprofit regional Institute, located in Fortaleza City, and linked to the Ceará State Government, by public competition. From August 1996 to September 2005 and from January 2010 to February 2011 I was the Head of the FUNCEME’s Meteorology Department. I was Vice-Chair of the COSPAR Subcommittee A3 (Studies on Land Processes and Morphology), from 2010 to 2018.
In the period between January 1996 to December 2005, I was representative and Principal Investigator of the Remote Sensing Area in the Sub-Committee for Northeast Brazilian Region in the REVIZEE PROGRAM. It was a Brazilian Program established by the Environmental Brazilian Ministry (MMA) to evaluate the sustainable potential of living resources, at Atlantic Ocean, in the Brazilian Exclusive economic Zone.
Since 1997, I take part of the PIRATA (Prediction and Research Moored Array in the Atlantic - a cooperative project between Brazil, France and USA), Brazilian Scientific Committee. PIRATA’s project is linked to INPE-MCTI (National Institute for Space Research-Ministry of Science, Technology, and Innovations). Regarding research, I had been maintained, for example, collaborative projects in the satellite area, with FUNCEME, INPE, IRD (Institut de Recherche pour le Développement), NASA (National Aeronautics and Space Administration) and UV.
In October 17 to 23, 2020, I coordinated the EOLLab (Earth Observation Labomar Laboratory) team that participated in the 1st Brazilian Satellite Olympics, organized by the Brazilian Space Agency (AEB), with support from the Ministry of Science, Technology and Innovations (MCTI). EOLLab competed in the Higher Education category, modality 1: Satellites and Artificial Intelligence, with the project “Artificial intelligence applied to satellite images for water resources management”, winning a gold medal.
I'm the author of a Sea Surface Temperature Climatology Atlas over the Atlantic Ocean, using satellite data and published in 2005; six book chapters and several articles published in meteorological and satellite area.
I was the principal advisor, at the Universidad de Valencia – Spain, of the Doctoral Thesis entitled “Visualización, predicción y análisis de climatic variables of the Atlantic Ocean through automatic learning techniques”, approved in 2019.
I have been organizing, as chair, in Fortaleza, international events related satellites area and their applications: 2010: COSPAR Training and Capacity Building Course on Earth Observation Understanding of the Water Cycle; 2016: PORSEC 2016 - Enabling Earth Observations in support of global, coastal, ocean and climate change research and monitoring; 2021: Spatial Hydrology Workshop: New Perspectives and SWOT Mission. Upcoming event: August 14th to 20th, 2023 - Space Week Nordeste 2023 “Space Science and Technologies for the Benefit of Nature and Society” (http://www.spaceweeknordeste.com.br/). Place: Fortaleza city – Brazil.
Nowadays I'm an Associate Professor I at LABOMAR, where teaches, for undergraduate and graduate levels, classes related to Geoprocessing and Remote Sensing, Remote Sensing applied to Oceanography, Meteorology and Climatology, and Climatology and Global Changes. At UFC, I'm the EOLlab’s (Earth Observation Labomar Laboratory) coordinator where we guides students on topics related to Earth Observation from Space.
