Amber Gove, PhD, is Director of Research in International Education at RTI International. Her research interests include improvement and measurement of student learning; education finance; conditional cash transfer programs; and factors affecting achievement, enrollment, and attendance. She has nearly two decades of experience collaborating with governments in program design and evaluation. She received her PhD in International Comparative Education and MA in Economics from Stanford University.
