Perspectives on Electric Vehicle Charging Station Planning in Distribution Networks: Promoter vs Network Operator

This paper provides a methodology for the planning of electric vehicle charging stations (EVCS) in distribution networks, taking into account both the promoter and the network operator perspective. The methodology take into account the actual network condition and planning scenarios relevant for the planning of EVCS. The methodology is described and applied to a use case based on the IEEE 33 bus system coupled with real datasets from the Portuguese distribution network, more specifically from a section of Lisbon's distribution network. A Nodal Load Allocation method is used in the siting process to progressively raise the load at each potential bus in order to reach the maximum allowable load, assessing the best location from the network operator perspective. Then, the Evolutionary Particle Swarm Optimization (EPSO) technique is used to dimension a potential Battery Energy Storage System (BESS) that might be necessary to allow a non-impactful connection of the EVCS in the grid. This paper presents and discuss the results of the implementation of this methodology and simulation results, comparing reinforcement investment from both the promoter and the network operator.
