Local Perceptions of Small-Scale Metal Mining Development in Post-Conflict Transition Countries: the Case of Bosnia and Herzegovina

This article examines local expectations of and concerns about mining development in post-conflict and transition economy settings in Bosnia and Herzegovina (hereafter Bosnia or BiH). Drawing on fieldwork conducted on two small-scale metal mining projects in Bosnia, the article discusses the attitudes of the communities hosting mining projects towards mining. A thematic analysis of the qualitative interviews was conducted, focusing on expectations of the role of mining in local development, memories of past mining activities, perceptions of environmental risks, and the governance of mining. A Goffmanesque frame analysis identified three major frames through which locals portrayed their perceptions of mining development: ‘nostalgia’; ‘recovery’; and ‘hopes for better governance’. The findings suggest that the historical context and past experiences of mining largely influence perceptions of mining. In addition, the possible impacts of mining development can often be considered through the prevailing need for economic and social recovery and the mining regulation system's ability to ensure responsible resource governance.
