Human Rights and Obligations: Schematic Inclusion of UNDROP

This paper revisits the theory of tripartite state obligations of human rights under the United Nations Declaration on the Rights of Peasants and Other People Working in Rural Areas (UNDROP). UNDROP is squarely based on this theory. It sets out what obligations to respect, protect and fulfil could mean in practice with regard to peasants and other people working in rural areas. However, UNDROP also articulates obligations that are not easily grouped within one of these three categories. In so far as these obligations may be considered to be of a general nature and could be applicable outside the scope of UNDROP, this paper proposes recognising additional obligations and thus expanding the tripartite theory.
