•Propose a general hierarchical ensemble-learning framework for reliability analysis.•Two-layer models cooperate with each other to fit the limit state function.•The entire training process is divided into three different phases.•A method called CESM-ELF is proposed to check the framework's effectiveness.•The proposed framework can improve the prediction accuracy of ensemble-learning.
