Sean J. Belouin

Captain (CAPT) Sean J. Belouin began his uniformed service career in 1988 at the age of 18 when he entered the United States Army. At 19, he became an Army helicopter pilot earning his Warrant Officer rank and Army Aviator designation upon graduating from the Army’s Warrant Officer Flight Training Program. During eight years of combined active duty and National Guard service, Warrant Officer Belouin became qualified in three different military aircraft and earned his commercial and instrument helicopter and fixed wing private pilot ratings. He received a BS in Pharmacy from the University of Connecticut in 1997, and went on to earn his clinical doctorate in pharmacy from Shenandoah University in 2006. In 1999, CAPT Belouin joined the United States Public Health Service as a Pharmacy Officer at the rank of Lieutenant Junior Grade (LTJG). During his 18 years in the PHS, CAPT Belouin has served in a number of regulatory and policy leadership roles within US Food and Drug Administration (FDA) and Substance Abuse and Mental Health Services Administration (SAMHSA) addition to volunteering for a battery of PHS national disaster deployments and temporary duty assignments, lecturing as an adjunct professor for two universities, and serving as a credentialed clinical pharmacist at Walter Reed National Military Medical Center. During his service in the FDA, CAPT Belouin held regulatory positions directing the review of Investigational and New Drug applications for antiviral drug products, and later on directing generic antiviral drug approvals for the President's Emergency Plan For AIDS Relief (PEPFAR). CAPT Belouin's additional experience with FDA included working with other Federal Government stakeholders and law enforcement agencies taking enforcement actions against firms and individuals marketing fraudulent drug products over the Internet. Since 2014, CAPT Belouin has served in the SAMHSA's Division of Workplace Programs within the Center for Substance Abuse Prevention. In this role, he addresses a range of national regulatory and policy issues, from prescription and illicit drug abuse, to national training and certification for thousands of Medical Review Officers who are responsible for the disposition of the federally regulated drug tests as part of the Federal Government’s Drug Free Workplace Program.
