Jose M. Martin-Moreno obtained a Degree in Medicine and Surgery and a Doctorate from the University of Granada, Spain (MD, PhD), a Master's degree as Public Health Officer from the National School of Health of Spain, and a Master's degree and Doctorate in Public Health from Harvard University (MPH, DrPH). His medical specialities are Preventive Medicine and Public Health, and Occupational Medicine.
He is a Professor of Preventive Medicine and Public Health at the University of Valencia and the Director of Education and Training at the University Clinical Hospital. Additionally, he also holds current positions as Director of the Master of Public Health Programme at the Valencian School of Health Studies, Senior Adviser to the World Health Organization/Regional Office for Europe, and Temporary Adviser to the European Observatory on Health Systems and Policies.
He has published more than three hundred scientific papers or book chapters and works on methodological and applied topics both nationally and internationally, fundamentally on Epidemiology and disease prevention, health policy and management, and Public Health.
Prior to this phase, from February 2010-August 2012 he was the Director of Programme Management (Deputy Regional Director) of the WHO Regional Office for Europe (Copenhagen, Denmark). From June 2004-January 2010 he was a Professor at the University of Valencia. From July 2002-May 2004, Dr Martin-Moreno was the Director-General of Public Health (and Chief Medical Officer) of Spain. During this period he not only put forward national plans (on prevention and control of tobacco, nutritional and physical activity, and the vaccination calendar) but also had to face the public health management of challenges like: the situation after the sinking of the "Prestige" (the oil spill that caused enormous damage to the Spanish coast and considerable concern about the potential impact the spill may have on human health), the SARS prevention and control program in Spain and in Europe, the public health action plan during the heat wave of the summer 2003, the strategies to anticipate the risks derived from avian flu and potential influenza pandemic, and the coordination of public health activities following the terrorist bombing of March 11th in Madrid.
Previously, he was Director of the Spanish Agency for Health Technology Assessment (and Deputy Director-General of the National Institute of Health “Carlos III”) (2000-2002), Dean/Director of the National School of Health of Spain (1995-2000) and Director of the National Centre of Epidemiology (1994-1995). In October 1998, he was elected President of the European Association of Schools of Public Health (ASPHER), and served on the Executive Board of ASPHER until September 2002.
Dr. Martin-Moreno has participated on different committees --and has served as Temporary Adviser-- for the European Commission, the International Agency for Research on Cancer, the European Institute of Oncology, the European Parliament and the World Health Organization. He has received different awards, including the 1983 National Award for Best Medical Graduate in Spain, the 1988 Outstanding Teaching Assistant of the Year Award at Harvard, the 2003 Harvard School of Public Health Alumni Award of Merit (the highest honor the School bestows on its alumni in recognition of outstanding contributions to the field of public health), and the 2013 Andrija Štampar Medal for lifelong distinguished service to public health, awarded by the Association of Schools of Public Health in the European Region (ASPHER). Moreover, he has honorary appointments in several schools and scientific institutions in Europe and in America. Dr. Martin-Moreno continues working towards goals of improving public health systems and programmes, advocating for more professional training and sounder research.
