After the professionalisation of conservation and the writing of the Burra Charter in the 1970s, frameworks, typologies, criteria, themes, and tools undergirded the emergent Australian values-based model in the 1980s–90s. The chapter examines these evolving heritage management structures. In both governance and management, the doctrinal values of the Australian Heritage Commission and the Burra Charter – aesthetic, historic, scientific, and social – became codified in their application to heritage places. In the 1990s, therefore, an emergent critical discourse considered divisions between conservation and evolving debates in the disciplines of architecture, planning, and history, along with the relationship between conservation and evolving social and urban imperatives.
