本文提出了公安大数据犯罪时间地点预测、犯罪人预测、受害者预测等应用方向和信息采集需求,分析了当前信息采集存在没有顶层规划、错采、漏采的问题,探讨了公安大数据信息采集顶层需求设计,以及在各级公安机关设立大数据中心二级机构,建立信息采集机制体制和标准规范,改进社会化采集和部门间共享的具体方法.
