Design and performance evaluation of novel personal cooling garment

•A new type of PCG, the PCM-liquid cooling vest (PLV), is developed.•The PLV is designed and tested using mathematical modeling and human trial.•The PLV has three operating modes.•The cooling-storage of the PLV can be finished within 40 min.•The PLV provides effective cooling for users working indoors for at least two hours.
