Research on IUR Technological Innovation System of Liaoning Province Based on Theory of Policy Implementation

Based on a thorough analysis of the basic theory of IUR cooperative technological innovation system,this paper proposes CEUSRI definition and the connotation of technology innovation system,and analyzes the present stage of CEUSRI in Liaoning province and the problems of technical innovation system. It uses the Smith policy implementation model to analyze the law of the innovation system during the implementation process of the policy,and then puts forward the concrete countermeasures to solve the problems of CEUSRI policy implementation.
