Capital Organic Composition and Government Funding for Open Universities

National Medium and Long-Term Plan for Education Reform and Development( 2012-2020) pointed out the strategies of ensuring successful operation,forming learning society and promoting powerful nation of human resources. Previous studies mainly focused on the structural construction and ideological analysis. The paper blazed a trail of discussing the significance of government funding on the construction of Open University. The results strongly state that government is supposed to emphasize its power and core superiority in the Open University development.
