Abstract
The paper devised a technique to identify sites of Phase Measurement Unit (PMU) for multiple placement options with complete observability in the power system. The novel approach of Probability and Reliability is discussed and its impact on distinguishing solutions among multiple optimal PMU placements is explained. The index known as Probability of Observability (PO) is introduced for each bus. This index is averaged and aggregated for each solution (APO). The maximum value of APO gives the best optimal solution. In this paper, power system with and without zero injection buses is considered. The results are verified with IEEE 9 and IEEE 24 bus systems.
