•The essential relationship between the carbonation degree and hydration reactivity of steel slag was revealed.•Low carbonation degree increased the hydration reactivity of steel slag at all test ages.•Sufficient carbonation of steel slag reduced 3d's compressive strength but increased the strength at 28d.•Carbonation product SiO2 gel has high pozzolanic reactivity.
