•The development phase of major infrastructure projects is explored using a process perspective.•Four processual strands are aggregated in two dimensions (volition and representation).•Three case studies form the empirical basis for testing the conceptual framework.•Patterns of convergence and divergence of the development phase are outlined.•The projects’ development trajectories are drawn and theoretically articulated.
