Models for government intervention during a pandemic

•We propose a model to determine optimal intervention intensity and timing during a pandemic.•Our model captures the social and political concerns of the decision maker.•We aim to minimize total lost lives due to both infection and indirect lost lives due to interventions.•We develop an effective SPL-based hybrid variable neighborhood search to solve real-sized problem instrances.•We suggest earlier intervention policies in the presence of political and social concerns.
