•Citric acid coupled with spray and partial bubble technology is developed for low-grade limestone WFGD process.•The optimal blending ratio between citric acid and low-grade limestone for WFGD process is determined.•The reaction process and enhancement mechanism of citric acid on low-grade limestone wet desulfurization are proposed.
