•A downscaling framework for generating 1 km seamless and daily SSM was proposed.•The proposed framework was inspired by point-surface fusion through deep learning.•Downscaled SSM showed excellent spatial and temporal patterns against in-situ SSM.•Downscaled SSM showed higher accuracy than original SMAP SSM and ERA5-Land SSM.
