•A technique is proposed to estimate the mass distribution from output-only data.•The technique can handle the case of severely truncated modal spaces.•Proportional flexibility matrices (PFMs) can then be assembled.•The technique is integrated in a damage detection method for building structures.•The method can be applied with minimal or no a-priori information on the masses.
