Emergency Interconnection Operation Efficiency Based on Reservoir Capacity

In the case of a reservoir failure, emergency interconnection operation can be initiated to supply water to the isolated block from an adjacent reservoir (s). Emergency interconnection operation is an effective solution to continue water service; however, no clear standards have been established. In this study, the relationship between the reservoir capacity and the supply performance of emergency interconnection operation was identified and explored. Four scenarios were constructed for a water distribution system located at S-City, and the efficiency was quantified using availability, which is calculated by the A-PDA model. The results show that a larger capacity of an adjacent reservoir results in higher availability. Another set of scenarios was used to evaluate the supply performance of emergency interconnection operation with similar-capacity reservoirs, either independently or simultaneously. In the case of a separate connection, the availability was approximately 50%; however, it increased to 70% when both reservoirs were connected simultaneously. It was confirmed that it is efficient to operate an emergency connection with a larger reservoir. However, recovery from the emergency interconnection operation is inversely proportional to the availability itself; therefore, careful planning is required when the duration of the emergency interconnection operation is expected to be long.
