The Enlightenment of Financing Ways in Overseas Infrastructure for Hebei Province

Exploring the innovation of financing ways in city infrastructure to provide a long-term and stable capital source for the new pattern of urbanization is the key procedure to realize the function positioning and the promotion of customer's life quality. This paper will analyze the current situations and the existing issues of financing ways that the Hebei province has during its period of urbanization. In addition, the innovative financing ways should be proposed on the basis of overseas experience and the non-governmental capital will be absorbed into the construction of infrastructure in Hebei province so as to break the bottlenecks of local capital and solve the financing problems. In March, 2014, on the government reports of two conferences, premier Li Keqiang pointed out that "we should accelerate the construction of traffic, water conservancy, energy, municipal administration and other infrastructures and explore the diversified financing mechanisms for the infrastructural construction in urban areas". At present, the government office of Hebei province has issued "the implementation suggestions about the enhancement of urban infrastructural construction from the government of Hebei" so as to improve living environment, increase the comprehensive carrying capacity, boost the operation efficiency and stably promote the new pattern of urbanization. In 2014, the Development and Reform Commission of Hebei province put forward the attraction of non0governmental capital to invest, construct and manage the relative programs, such as railway, highway, airport, water supplying, disposition of waste water and trash, electric power and natural gas. During the process of promoting the new pattern of urbanization in Hebei, the international experience should be used for reference to establish a suitable, safe and highly-efficient financing way, which will be the long-term and stable capital support for the construction of urbanization.
