Deconstructing Cyber Attribution: A Proposed Framework and Lexicon.

I propose a new conceptualization of cyber attribution to provide a reference point for debate about the means and ends of attribution, appropriate evidentiary standards for attribution claim types, and the advisability of various proposals for encouraging more and better attribution.
