Application of an integrated systemic framework for analysing agricultural innovation systems and informing innovation policies: Comparing the Dutch and Scottish agrifood sectors

•This paper compares the Scottish and Dutch agrifood sectors.•A comprehensive functional–structural innovation systems framework is applied.•Blocking mechanisms in market and incentive structures were revealed.•The Dutch AIS has more explicit systemic governance than the Scottish AIS.•More systemic innovation governance mechanisms are needed.
