Notice of Retraction After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE's Publication Principles. We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper. The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org. It is a good way to reduce and reuse the mined refuse using municipal solid waste(MSW), sewage sludge, pulverized coal and others to prepare compound fuel. A L16(45)orthogonal test design was used to study mechanical and combustion properties of the fuel, there were 16 treatments with 3 replicates. Applying the statistical soft system of SPSS13.0 for windows to analyze the influence of preparation parameters on the fuel's properties, and to further get the predictive equation. The result showed that A2B1C4D3 is the optimum formula and its preparation parameters was: MSW:sludge:pulverized coal of 2:1:1(mass ratio), 0.19% MnO2, 1.5% CaO. In this way, the predicted value of it's compressive strength, compressive strength after immersion and re-drying, thermal stability(TS+6) and heating value is 111.69kPa, 59.64kPa, 74.36% and 18.58kJ/g respectively. The maximum compressive strength is 212.12kPa of all samples owe to a fuel made of MSW:sewage:sludge:pulverized coal of 2:1:1, 15% litter, 0.18% MnO2, 0.6% CaO. When MSW:sewage sludge:pulverized coal is 2:1:1, besides litter, MnO2 and CaO content is 5%, 0.18% and 1.2% respectively, the maximum compressive strength after immersion and re-drying is up to 62.54kPa. Similarly, the largest thermal stability of combination A2B1C4D2 is 76.73%. The highest calorific value of the fuel made up of A4B1C4D3 is 19.22kJ/g.
